I've reorganized the Add Section dialog to de-emphasize the custom section creation:

1. Built-in sections now appear first - They're the primary focus when the dialog opens
2. Saved custom sections appear at the very top only if the user has previously created any - this lets them reuse their templates quickly
3. "Create custom section" is now at the bottom - separated by a border, styled in muted colors, making it clearly secondary to the built-in options

This encourages users to use built-in sections while still allowing power users to create custom ones when needed.

Done. The Add Section dialog now displays in this order:

1. Built-in sections - Always at the top, no label needed since they're the primary options
2. Your Custom Sections - Appears below built-in sections with a label, only if the user has saved custom templates
3. Create custom section - At the very bottom, separated by a border and styled in muted colors

This prioritizes built-in sections while still allowing users to access their saved custom sections and create new ones when needed.
